<description>The subzone area is designated on the attached map identified as the Kilauea Middle East Rift Geothermal Resource Subzone. The subzone area contains approximately 9, 014 acres more or less, subject to verification, and is located within the area formerly known as the Wao Kele '0 Puna Natural Area Reserve and includes a portion of the Upper Kaimu Homesteads. The GRS subzone area includes the following Tax Map Keys (TMK): Tax Map Keys TMK 1-2-08: portions of 8, 12, and 13 TMK 1-2-08: 14 and 15 TMK 1-2-08: portions of 16 and 17 TMK 1-2-10: portions of 1 and 3. The attached map defining the boundaries of the designated subzone is adapted from U.S. Geological Survey topographic maps (Kalalua and Pahoa South Quadrangles). <description>Sierra Club Legal Defense Fund, Inc. letter and report  regarding the 500 megawatt geothermal plant\inter-island cable project in Hawaii. In the early 1980s, the federal and Hawaii state governments began jointly pursuing development of this geothermal project. The state enacted laws granting favorable excise tax treatment to sellers of geothermal energy, designating geothermal subzones for development purposes, and granting agency authority to set geothermal royalty rates. In conjunction with these state actions, the u.s. Department of Energy began providing funding for research, design, construction and routing of an undersea cable specifically designed to transmit geothermal-based electricity from the Big Island to Oahu.

<title>Letter to Coops from Kanauha re: Special Permit No. 392, HGP-A Geothermal Research Station, TMK: 1-4-01: Portion of 2</title>

<description>Ambient mercury data were investigated in relation to the environment and public health at and near the vicinity of The Geysers, California. Mercury was found to occur naturally in the environment (air, water, soil, etc.) and as a result of industrial activities, although the exact contribution of each source could not be determined. Ambient air concentrations ranged from non-detectable to 630 ng/m3. Concentrations in ambient waters ranged from non-detectable to 2.9 ~g/l; the highest value exceeds all water quality criteria for the protection of health and is 30% below the level set to protect freshwater organisms from acute toxicity. Little data are available on concentrations of mercury in fish; however, the existing data suggest that some fish may be bioconcentrating the mercury. Reported data for mercury in fish were above applicable health standards (for food) in most cases. Soil mercury levels ranged from less than the detection limit to 11 ~g/g. Mercury was not detected in small animals, and low and relatively insignificant mercury concentrations were found in bulk atmospheric deposition samples and in foliage. Because total human exposure data in or near The Geysers area are not available, the above environmental data were compiled and used to assess the worst-case potential risk to public health as a result of mercury emissions (natural and industrial) at The Geysers. The results of this study show that the highest mercury exposure to humans occurs from ingesting inorganic mercury in food. The concentrations of mercury in food are not expected to be impacted by activities at The Geysers. Under normal conditions, mercury in food accounts for approximately 99% of the total exposure to mercury. Regardless of the route of exposure (air, water, or food), the daily total exposure of mercury to the public living at The Geysers is predicted to be 28 ~g/day. According to the EPA, national average mercury exposures are approximately 25 ~g/day. It is very unlikely that any public health effects would occur since exposures of 200 ~g/day of methyl mercury are necessary for toxic response to be noticeable. Element 3268, Ecosystems Effects. <description>This letter is to invite your proposal to prepare a Master Development Plan, conduct a public involvement program, conduct an evaluation of overland transmission corridors and prepare a routing report, conduct a public involvement program, and prepare an Environmental Impact Statement for the development of 500 megawatts (net) of geothermal resource in the Kilauea East Rift Zone on the Island of Hawaii and transmit it to Maui and Oahu via an inter-island electrical transmission system. The Master Development Plan is desired by the end of 1989. It is expected that the location and selection of overland transmission line corridors will take place in 1989, with the preparation of routing report to be completed in 1990. It is expected that this routing study be conducted with the full benefit of a public involvement program. With the completion of the master plan and routing work, the State desires an Environmental Impact Statement which will lead to the permitting of the project. Permitting assistance will be requested as a separate additive proposal item under this solicitation.
Proposals are due no later than April 13, 1989.
The attached Notice of Intent to Respond is due no later than March 29, 1989.
Attached, for your information and use, is a brief description of the purpose and intended scope of this project.
Memo and cover letter precedes the RFP.  Contents: introduction, scope of work, proposal guidelines, required contents of the proposal, evaluation factors, references, and attachments.
