Gravely, Jr, representing the United States Navy stating common intent and objectives concerning Kahoolawe like elimination of all cloven-hooved animals, a soil conservation program, inventorying archaeological sites eligible for inclusion in the National Register of Historic Places, etc. Also in this folder is Executive Orders proclaiming the Island of Kaho'olawe and the Lighthouse under the jurisdiction of the Navy. Included are maps of Kaho'olawe.
