dc.description.abstract	The County and State governments must insure that violations of any provision that especially affects the health and welfare of the Island's people be dealt with and we do not allow the deplorable conditions and violations of the past Geothermal Project to ever occur again. I feel without any doubt that it was the failure of responsible government agencies to enforce the special conditions specified for HGP-A that have caused so much of the distrust and hostility towards geothermal projects ana the capabilities of Government to monitor and enforce regulations. Various versions of the emergency response plan with additions, letters and reviews.
