This folder contains a speech given at the 1984 Ira Hiscock Public Lecture. In this speech Inouye talks about the lack of a national health program in the U.S. Inouye examines the health policies and healthcare services offered in foreign countries such as Germany, Canada, Japan, and France. He also talks about the Medicare Program, defensive medicine practices, malpractice insurance, healthcare costs, the history of healthcare programs in the United States, statistics related to expenditures, or population numbers for those who receive healthcare benefits.
