Attached are a memorandum to Assistant Secretary of War John J. McCloy from a Colonel Hughes, Fort Shafter, Territory of Hawaii, reporting on a course of action for the contempt order against General Richardson (Hawaii Military Governor), and a memorandum to Assistant Secretary of War John J. McCloy from General Richardson stating his agreeing to the course of action proposed by Colonel Hughes and Mr. Ennis.
