Letter to Assistant Secretary of War John J. McCloy from Lieutenant General Robert Richardson, Commanding General, U. S. Army Forces, Pacific Ocean Areas, about a new integrated manpower program for the Territory of Hawaii. Enclosed are news clippings from the Honolulu Star-Bulletin and the Honolulu Advertiser on the new manpower controls in Hawaii; the Operating Agreement, Employment Stabilization Program for Labor Shortage Area Hawaii, signed by heads from the Army, Navy and Territorial War Manpower Commission; and a copy of the Final Draft of Employment Stabilization Program for Labor Shortage Area Hawaii, outlining the program, authorities, and rules applying to employers and to workers.
