Contains a series of memos from Gerhardt relating to the involuntary induction of Japanese Americans through Selective Service. The memos outline various concerns, such as soldiers of Japanese ancestry being prevented from going into the Western Exclusion Zone, publicity concerns such as that this effort could be seen as an extermination effort against Americans of Japanese ancestry, and describing segregated service as being the best option for Japanese Americans.
