Two memoranda for Major General Virgil Peterson, The Inspector General, War Department from Colonel Scobey, Executive to the Assistant Secretary of War, on an incident at Fort Riley where Japanese American soldiers were put under guard during a visit by President Roosevelt. Attached are: a memorandum for Assistant Secretary of War John J. McCloy from Major General Peterson regarding inspection of Fort Riley after the incident aforementioned; a memorandum for Major General Peterson from Mr. McCloy forwarding an extract of a purported letter written by a Japanese American soldier that includes statements about the Fort Riley incident; and a copy of the extract of this letter.
