Letter from Secretary of the Interior Ickes quoting two paragraphs of a letter from Territory of Hawaii Governor Stainback, calling for the end of martial law in Hawaii. Secretary Ickes objects in his letter to the use of "Military Governor" by any military officer on American territory. Reply letter from John J. McCloy with reference to a conflict between military and civil authorities in Hawaii, and also stating he will press for eliminating use of the Military Governor title, but believes martial law is still warranted in Hawaii due to upcoming military operations.
