Letter to Assistant Secretary of War John J. McCloy from Lieutenant General Robert Richardson, Commanding General, U.S. Army Forces, Central Pacific Areas, regarding closer integration on manpower between the Office of the Military Governor (Hawaii) and the Territorial War Manpower Commission. Enclosed is a proposal to the Territorial Director, War Manpower Commission from General Richardson proposing a program for the closer integration; also attached is a letter to Mr. McCloy from the Under Secretary of the Interior Abe Fortas, proposing speedier action to eliminate martial law in Hawaii and the title of Military Governor.
