Letter to Mr. McCloy reporting on the business of the office while Mr. McCloy is away on a trip. Reports briefly on Colonel Scobey's visit to war relocation centers at Gila River, Poston and Manzanar and his dissatisfaction with progress by War Department registration teams (to register Japanese American citizens at war relocation centers). Informs Mr. McCloy of the arrest of 28 Kibei and Issei at Gila River, and conditions leading to loyal Japanese Americans being skeptical of their future and thus affecting the registration.
