Proposal from the Commonwealth Club of California, presented by Judge William Denman to Henry L. Stimson, the Secretary of War. It is an emotional appeal to federalize a form of militia under federal control and funding, to stand guard over the critical infrastructure of California against attack by Japanese forces. Undated but references 11 March 1942 when General John L. DeWitt is to declare a plan of "divided command of fighting men".
