This folder contains the testimony of Senator Daniel K. Inouye before the Subcommittee on Civil Service, Post Office, and General Services. Inouye talks about legislation on health benefits for Federal employees and their families. He gives suggestions to the Subcommittee to reduce individual provider costs and to encourage alternative healthcare providers to deliver services in order to battle the constant rising costs of healthcare. Looking back on the history of society, Inouye asks for modifications to the Federal employees' health benefit statute and authorization of the use of nurse-midwives, or nurse practitioners for health services by state laws. He also asks for reimbursement for services recognized by psychiatric nurses and clinical social workers who provide mental health care.
