Memorandum in which Hall describes a phone call with Gardiner Cowles of the Office of War Information. Hall and Cowles discussed General Marshall's preference not to use the impending formation of the 442nd as foreign propaganda until the unit was ready for battle. Includes an excerpt from an Office of War Information bulletin which proposed such use of the Japanese American combat team.
