Letter to Secretary of the Interior Ickes from Assistant Secretary of War John J. McCloy enclosing for his comment or concurrence a draft of a proposed Executive Order that would designate the Territory of Hawaii a military area (draft Executive Order not included). Attached is a memo by a Lieutenant Colonel Slattery with comments on a draft proposed proclamation by the Governor of Hawaii terminated martial law in Hawaii, and also a copy of the draft proclamation.
