Letter (11 pages) in reply to Assistant Secretary of War John J. McCloy from Lieutenant General Richardson, Commanding General, U. S. Army Forces, Pacific Ocean Areas, about martial law in Hawaii and enclosing a copy of a study of various alternatives to the current martial law situation. Responds to "complaints" by Hawaii Governor Stainback against martial law, labor control, etc. Attached are the memorandum summarizing the study on the feasibility of terminating or further relaxing martial law in Hawaii, and outlines and explanations of 8 proposals from the study. Note: the duplicate pages in this document are present in the original photocopy from which the scan was made.
