This folder contains a speech given by Senator Daniel K. Inouye at the commencement ceremony of the Uniformed Services University of the Health Sciences where he mentions change within the Department of Defense and the decline of the defense budget for the next year. Besides the speech, he also gives a statement before the Joint Committee on the Organization of Congress about the need for change in Federal policy, legislation, the organizational structure of committees and in the Senate related to coordinating programs, designing services for and addressing conditions in Native American reservation communities. In this statement Inouye discusses the status of the Committee on Indian Affairs in the Senate. Inouye looks at the responsibility of Congress related to Indian affairs, along with the history of the relationship between the U.S. government and Native Americans. He then touches upon the recognition of past presidents of the sovereignty of Indian Nations, along with policies of the U.S. in relation to Native Americans.
