"This document presents a basic plan for an air quality and meteorological monitoring program to support the incremental exploration and development of the Kilauea Middle East Rift Zone Geothermal Subzone (GRS), Puna District, Island of Hawaii. The Air Quality and Meteorological Monitoring Plan is submitted separately for approval to the Director of the Hawaii Department of Health (DoH) who has the State's responsibility for implementing EPA air quality regulations in Hawaii. The plan addresses primarily the monitoring to be accomplished during the initial exploration phase of the project. After a resource discovery, and upon making a decision to proceed into the development phase in a specific area of the project site, any required changes and/or additions to the monitoring plan will be submitted to the Director, Doli for approval and to the Director, Department of Land and Natural Resources (DLNR) with the submission of approval of the development plan for a specific level of development."
