Letter to Secretary of the Interior, Harold L. Ickes, from Robert Horton, Special Assistant to the Secretary, reporting on the status of martial law in Hawaii and the transition to limited civilian control. Views and comments on persons in authority, the Hawaii Japanese population, food situation, sanitation, internees of Japanese ancestry on Sand Island, etc. Concludes that complete restoration of civilian government could be worked out satisfactorily.
