Memorandum for the Assistant Secretary of War from Colonel Hughes of the Office of the Judge Advocate General providing three reasons why martial law in Hawaii should be terminated by proclamation of the President and not of the Governor. Attached are two memoranda related to this topic, one from Acting Secretary of the Interior Abe Fortas to President Roosevelt to inform the President that three Cabinet Departments will present him a program for the termination of martial law in Hawaii, and a memorandum from the President to the Secretaries of War and of the Navy seeking comment on the ending of martial law.
