Lengthy memorandum from Lt. General DeWitt to General Marshall with comments and enclosures on the proposed program to determine the loyalty of Japanese Americans for the purpose of recruitment for a combat team and also for relocation/release from War Relocation Centers. Poses the question, will those certified to be loyal still be excluded from prohibited areas of the Western Defense Command? Comments are made on the public perception of the evacuation from the West Coast of persons of Japanese ancestry; the mechanics of and investigations for the proposed loyalty determination plan; questions raised by the proposal; the increasing War Department role in the existing relocation program; obstacles the recruitment teams are likely to face; legal aspects that the program would affect; and an alternative program proposal.
