Describes the control over civilian activities that the Military Governor has, including criminal cases and business; the civilian business reaction to military control; progress of preparations for defense on Oahu and the other islands; Japanese and Japanese American residents, including a proposal for a volunteer force from Hawaii for active military service; truck crop production on Oahu; and ending with general observations.
