Telegram from Colonel William P. Scobey, Executive to Assistant Secretary of War, to Lieutenant John Bolton at Colorado River Relocation Center directing Bolton to try to obtain his quota of volunteers before a draft is necessary because volunteering for service is a greater display of loyalty for the American people. A transcript of a conversation between Bolton & Scobey is attached, and it discusses questions asked by the internees and the recommended responses.
