Letter from Assistant Secretary of War John J. McCloy to William Denman, judge of the U.S. Circuit Court of Appeals, Ninth Judicial Circuit. Defends General John L. DeWitt against the judge's imputations. Recommends the judge work with civil defense authorities of San Francisco to develop a public evacution plan the judge asserts is urgently needed in the event of Japanese attack.
