This folder holds an April 1978 draft of a memorandum of understanding between the United States Pacific Fleet U.S. Navy and the State of Hawai'i, related to developing procedures or programs for the conservation, reforestation, and archaeological restoration and preservation of Kaho'olawe. This memorandum allows the continued use of Kaho'olawe by the United States for naval training purposes, but the Navy will eradicate cloven-hoofed animals and clear unexploded ordnance. Included in this folder is also a legislative history on Kaho'olawe and information on the findings and recommendations of the state legislature's ad-hoc Committee on Kaho'olawe and Similar Hawaiian Concerns, which conducted a review of the situation on Kaho'olawe.
