Memorandum for Assistant Secretary of War John J. McCloy from Colonel Gerhardt, Executive to the Assistant Secretary of War, forwarding a brief on the War Department's position regarding a dispute between the War Manpower Commission and the War and Navy Departments of the Hawaiian Stabilization Plan. Attached is the brief in the form of a memo by J. H. Ohly, Army Service Forces, that summarizes a meeting between representatives of the War Manpower Commission and the War and Navy Departments. Also attached is a statement of John R. Mead, General Richardson's staff (Hawaii), in telephone conversation with Mr. Ohly on 30 November 1944 on the dispute.
