Memorandum for the Executive, Assistant Secretary of War from Lieutenant Colonel Robert Kintner, Executive, Bureau of Public Relations, War Department, in response to an inquiry about a press story regarding a change in martial law in Hawaii, and stating the War Department Office of Public Relations did not furnish any material with attached for the story. Attached is a memorandum to Assistant Secretary of War John J. McCloy from Under Secretary of the Interior Abe Fortas, urging speedier action to restore civil government in Hawaii (eliminate martial law, renounce the role of Military Governor, etc.) and requesting Mr. McCloy's comments; an earlier memorandum from Mr. McCloy in reply to Commanding General Robert Richardson, Central Pacific Area, agreeing that is unwise at the time to relinquish the title of Military Governor; and the memorandum from General Richardson to Mr. McCloy stating that the timing is not appropriate to renounce the title of Military Governor.
