Letter to a Mr. T. Saito (?) from Colonel George Brownell, Legal Executive, Air Corps, U.S. Army, regarding a request for a waiver (unknown nature). Attached are a March 1943 letter to the Secretary of Commerce from Secretary of War Henry L. Stimson regarding revised provisions for issuance of airman identification cards to persons of Japanese ancestry, and a later letter also to the Secretary of Commerce from Mr. Stimson modifying a portion of the March 1943 letter.
