Letter to Senator Downey in response to his request to the Secretary of War for a study and recommendations on the duties that the California "Home Guard" should perform. McCloy replies that the protection of life and property in the state is the responsibility of state forces, and recommends that the state should conduct studies with the resources available to it, to determine what the state's duties should be.
