He also points out that the laws and regulations governing the telecommunications industry have restricted the development of competition and the capacity of communications networks. He says that S.1822 goes beyond ensuring the availability of basic telephone service. The bill directs the Federal Communications Commission (FCC) and states to encourage the development of new technologies to all Americans. He also mentions S. 2195, legislation to enhance public access to all telecommunications facilities that use the public right-of-way. He explains that S. 2195 directs the FCC to determine the amount of capacity and to establish guidelines for allocating the capacity. He suggests these bills be legalized this year.
