Letter to Dillon Myer, Director, War Relocation Authority from Captain Hall, Assistant Executive, Office of the Assistant Secretary of War, enclosing comments on a report concerning "registration" of persons of Japanese ancestry held at Manzanar Relocation Center. Attached are 1) a memorandum for the Assistant Secretary of War from First Lieutenant Eugene Board, Army Team Captain, Manzanar, with his comments to the report on the outcome of the registration and answers to the loyalty questionnaire at Manzanar; and 2) the report by a "Social Science Analyst" of the Community Analysis Section, War Relocation Authority (WRA) on registration at Manzanar. The memo by Lieutenant Bogard offers his comments to the report, focusing on the large number of "no" answers to questions 27 and 28 by both alien Japanese and American citizens and offering reasons for this as definite indication of disloyalty to the US. The report by the social science analyst states that it is doubtful that questions 27 and 28 are "loyalty" questions and provides a discussion of why many aliens and citizens alike answered "no."
