Provides a lengthy and detailed response to a request from the Secretary of War for consideration of change to current procedures for disclosure of classified information to U.S. Attorneys in ligation cases. The suggested change would delegate the action and decision on such cases to Military District commanders, to which the Judge Advocate General is strongly opposed.
