This folder contains a speech given at the Western Association of Educational Opportunity Personnel's 7th Annual Conference. Senator Inouye talks about the creation of the Department of Education, ways that the audience can prevent the reduction of educational programs, the department budget and the opposing views of Democrats and Republicans on the Department of Education. He also looks at the budget for education, current and past legislation regarding the Department of Education, educational programs, and obligations to the Pacific peoples by the United States. Inouye gives more information on programs that would be affected by the Reagan Administration's budget proposal and he explains why that is a negative thing.
