Letter to Secretary of War Henry L. Stimson from Attorney General Biddle recommending the application for executive clemency for Lieutenant General Richardson (Commanding General, Central Pacific Area) for a fine and charge of contempt of court and that this be endorsed by the Secretary. Attached are an earlier letter to the Secretary of War from Attorney General Biddle stating he will examine this matter; a letter to the Attorney General from Secretary of War Henry L. Stimson requesting the Attorney General recommend to the President a pardon for the matter and summarizing the case; a copy of the District Court judgment against General Richardson; and a Washington Daily News clipping of an article reporting on the case.
