Description

John J. McCloy memorandum to the acting Chief of Staff re: Labor battalions for alien groups. McCloy opposes the proposal to put "enemy aliens who have volunteered or who have been inducted into the Army" into labor battalions. He proposes to form them into separate units and "take exceptional pains to make them into a high spirited fighting unit".
