Description

Memo on the subject of military government in Hawaii. Discusses the situation on Oahu and its military importance; that many functions consistent with security be returned to the Territory of Hawaii and federal agencies; that martial law be continued with the Commanding General holding responsibility for what functions can be returned to civil authorities and the courts; and states the opinion that decisions cannot wisely be made in Washington by persons unfamiliar with local conditions.
