Letter to Lieutenant General Robert Richardson, Commanding General, Hawaiian Department from Assistant Secretary of War John J. McCloy, informing him of Colonel Hughes from the War Department being sent to assist the General with the current situation (the General in contempt of court regarding the writ of habeas corpus in Hawaii), and offering Mr. McCloy's views on the issues. Attached is a letter Mr. McCloy sent to Solicitor General Mr. Charles Fahy, outlining the role of Colonel Hughes as a representative of the War Department and also and offering Mr. McCloy's views on the issues in Hawaii.
