Secretary of War Stimson alerts President Roosevelt to a scheme by the Governor of California to keep Japanese in temporary assembly areas so they can be used to help in the upcoming harvest. Stimson warns of the danger of epidemics from over-crowding in temporary structures, and urges the President to allow continuation of the relocation to permanent facilities without this abusive interruption.
