Letter to Assistant Secretary of War John J. McCloy from Colonel Kart Bendetsen, Assistant Chief of Staff, Civil Affairs Division, Western Defense Command and Fourth Army, enclosing a copy of a talk in San Francisco in June 1942 by Earl Warren, then Attorney General of the State of California. Title of talk is "Martial Rule in Time of War" and touches on some "fundamental considerations of martial law" during wartime conditions in California. Includes discussion of: the authority of the army to remove people of Japanese ancestry from the coastal areas of California; martial law in Hawaii; and detention of an American citizen of Japanese ancestry in a war relocation camp.
