This folder contains a speech that was given by Senator Daniel K. Inouye to the ILWU (International Longshore and Warehouse Union) Local 142 in Honolulu. In this speech Inouye reports on various matters related to the actions of the Soviet Union. He also addresses ongoing foreign wars, U.S. military interventions, and foreign policies which will become law regarding using military forces in peacekeeping missions in foreign countries. In this speech, Inouye also mentions calling upon the President of the U.S. to invoke the provisions of the War Powers Act, which in the absence of a declaration of war between countries, Congressional approval could be used to authorize the use of U.S. forces abroad.
