Abstract

As Pinochet (1974) explains in Geopolitica, national centers invariably strive to control and incorporate territorial peripheries. Making war or genocide on peripheral peoples is one mode of operation, as successfully practiced by Saddam Hussein and, earlier, by the Untied State. Mass transfers of population from center to periphery are another effective measure.
