This folder contains correspondence between the Hawaii Department of Social Services and Housing, Senator Daniel K. Inouye, Public Assistance Subcommittee Committee on Finance, and the University of Hawaii at Mānoa Department of Psychology. The concern is proposed regulation, termed the “Michael Amendment” requiring all states to reduce quality control error rates or be penalized 4%. Testimony from the Director of the Department of Social Services and Housing to members of the Senate Appropriations Committee shares experiences with the “work-related-expense” deduction for AFDC (Aid to Families with Dependent Children) working families, and seeks legislation standardizing AFDC work expenses.
