The concern is proposed regulation, termed the “Michael Amendment” requiring all states to reduce quality control error rates or be penalized 4%. Testimony from the Director of the Department of Social Services and Housing to members of the Senate Appropriations Committee shares experiences with the “work-related-expense” deduction for AFDC (Aid to Families with Dependent Children) working families, and seeks legislation standardizing AFDC work expenses.
