Letter to Assistant Secretary of War John J. McCloy from Major General Grunert with his comments on a memorandum from the Western Defense Command's General DeWitt (likely dated 1943-09-05) that was sent to the Chief of Staff. Rebuts some points in the memo and concludes that the recommendations in the memo, such as reappraising the exclusion program, would be harmful if applied to the Eastern Military Area.
