Earlier memorandum by President Roosevelt on evacuating Japanese residents of Hawaii is rescinded and replaced with a new memorandum that states they will not be transferred to the mainland for interment unless the Military Governor determines they are "potentially dangerous to national security." Up to 15,000 in this category may be so evacuated.
