This folder contains a speech given by Senator Daniel K. Inouye at the TWA 1985 PARS Subscriptions Seminar regarding containing his remarks against the Gramm-Rudman measure. He explains that the proposal will cause an onset of economic downturns, namely spending cuts and/or tax increases leading to recession. He also states that it can disturb the balance of powers, giving more power to the President and the Budget Committee, and will reduce the flexibility of other committees . Attached is a list of statistics for 1) overall trade balance - goods and services 2) trade balance 3) deficit growth, and 4) predicted deficits in the Gramm-Rudman-Hollings Proposal from 1976 to recent (1984).
