Draft of a Proclamation by Lieut. General Delos C. Emmons setting forth the policy to "narrow the compass of military control" in Hawaii and restoring jurisdiction to the civil courts in Hawaii with stated exemptions. Also calls for the Territorial Governor of Hawaii to discharge the civil functions that were exercised by the Governor prior to martial law, except for functions performed by the military governor.
