dc.description Letter to Attorney General Francis Biddle that confinement of 106 enemy aliens in city/county jails as identified in the Department of Justice report of Jan. 8, 1942, is in contravention of the Geneva Convention. Expresses concern that the State Department has warned that enemy governments may adopt retaliatory measures against U.S. citizens they may hold.
